The youth that had formed their own movement visited with Yeah first thing Saturday morning. I love seeing the commitment of our youth in Mali to support change. Neatly dress and enthusiastic, they are my hope that Mali’s future is indeed bright. The youth association AJLCDM met with Yeah to present a plan of action in reaching some new areas in Mali. They also presented what they had been doing in terms of supporting Yeah and to increase awareness on the campuses about Yeah’s plans for Mali. Yeah also had the unique opportunity to meet with members of the National Youth Bureau in Mali. They presented a small skit showing the impacts of corruption and how Yeah is a good, honest individual who could bring change to Mali. This skit can be taken and presented to many communities and residents. Malians love dramatic performances and I love how the youth are using their talents to spread the word about Yeah Samake and PACP. The energy is simply amazing!

The PACP delegation visited new villages of Dio, Selingue and Yelekebougou. One of the successes of this campaign is that unlike other candidates, we campaign mainly in the villages of Mali. 80% of Mali’s growing population is based in the villages. In order for Mali to progress as an entire nation, change and development need to happen in all parts of Mali.

It was in this spirit that the Samake team headed to these two villages. The first village called Dio-Gare is situated in the Koulikoro region and hosts about 8000 residents. The village had formed its first PACP committee and the delegation officially recognized the association. Many residents attended this event. Our PACP delegation was led by our youth leader Sibiri Mariko and Yaya Coulibaly. They talked with great enthusiasm about what Yeah Samake has accomplished already for Mali and what the vision is for the future. The meeting ended on a high note with many residents speaking their praise and showing their enthusiasm for the delegation that had traveled far to come talk with them.

The next area visited was Yelekebougou, an area that also is in the Koulikoro region. More than 15 PACP members visited this area where they spoke to more than 60 people of all ages.  This morning a supporter who had witnessed this meeting, Abel Traore, shared this message about the meeting on Facebook: ” Le bureau national du parti PACP etait a Yelekebougou le samedi passe. Ils ont eu le soutient indefectible de toute la commune de Yelekebougou pour les prochaines election car c’est le seul parti qui peut amener le changement dans ce pays. QUE DIEU BENISSE LE MALI.” which translated is: ” The national office of PACP party was in Yélékébougou this past Saturday. We had the unwavering support of the entire town for Yélékébougou believes that in the next election we are the only party that can bring about change in this country. MAY GOD BLESS MALI.”

Yesterday, our campaigning continued full swing as our PACP team visited beautiful Selingue, a 118KM drive from Bamako. Selingue is one of the touristic areas in the South of Mali famous for the Festival of Selingue and also the Selingue Dam that is the 3rd most important energy production center of Mali. Here too, the delegation was met with great enthusiasm. In fact in this area, the residents had been eager for PACP to visit the area, having made many requests with our bureau. We were excited to visit and solidify the relationship with our association there.

Everywhere we go, we see residents turn out to welcome us and create their own PACP associations in their areas. The support has been exciting to watch and witness. People in Mali are begging for change. Too many years have gone by and most Malians still remain destitute. The rich get richer. The poor get thrown to the sidewalk to beg. This is not the vision of a progressive, developed Mali. This has to change. Many Malians have put their faith in Yeah. We will not let them down. We will continue this fight for Malians everywhere. The goal is not the Presidency. The goal is a Mali that is developed with a population that is able to have better opportunities.

Impacting Governance at the local level

On March 16th a delegation of Malian mayors and municipal leaders left hot, sweltering Mali for Utah. The goal was to attend a 3-day governance summit in Salt Lake City, Utah.

One of the key things that Yeah hopes to offer as President of Mali is further training and exchange between Malian leaders at the local level and local leaders in other countries, so that an exchange of ideas and best practices can happen. This falls in line with one of the key platform points of the Samaké campaign: decentralization of power. No one knows better how to solve the problems of the Malian people at the local level than the Malian leaders that govern them locally. By providing them the tools to make better decisions and implement different ideas, we are stretching minds to the endless possibilities that can give Malian people a better life and it all starts with educating and empowering local leadership.

The summit and the trip were made possible by a partnership between the Utah based foundation Empower Mali and Utah League of Cities and Towns. Yeah, as the Mayor of Ouelessebougou, Mali, led the delegation of local leaders. The really cool thing about this delegation is that its members hail from 5 of the 8 regions in Mali, even war torn Tombouctou.

The delegation includes members from different political parties. It included the following members:

The 3-day summit was jam packed with visits and discussions all over the state of Utah from Logan to Provo. City Councilman Carlton Christensen greeted the delegation on behalf of UCLT. The delegation also received a warm welcome at a luncheon hosted by the Hinckley Institute at the University of Utah. The Mayors were impressed with the student’s commitment and involvement in government studies. Prominent figures like Mayor Mike Winder and Director of the Hinckley Institute, Kirk Jowers expressed hope that a partnership between local leaders in Utah and Mali would be solidified through this exchange. The energy was high and this was a great start to the three day summit in Utah. The delegation, despite being extremely tired and jet lagged, was excited at the endless possibilities of what they would take away from this experience during the next few days.

During the remaining days, the delegation also visited facilities like the UTA Trax Station, Sandy City Fire Department, Waste Management Transfer Station, Salt Lake Valley Landfill, Parleys Canyon Water Facility and Salt Lake City Waste Water Facility. These are all new experiences for the group. These kind of high end facilities are not available in Mali. That is not to say there is no fire, waste or police facilities in Mali. The difference is that the level of resources committed does not even begin to compare. The delegation was impressed by the organization of these facilities, especially the police station, water and waste plants. They asked many questions on how these facilities worked at a local level to handle the State’s needs. The mayors discussed the significant differences between waste and water management in Mali and waste and water management in the U.S. and what measures they can take to improve access to and quality of water and handling of waste in their own communities.

The delegation also had a unique opportunity to visit with the Sandy City, South Jordan and Ogden City councils. This gave them the opportunity to compare these councils and their functions against similar councils in their own regions. Each of these mayors works together with the city council in Mali in their respective regions to determine things like budget and requirements within the city limits. So it was nice to see some similarity of a process and observe how things are done in the US vs. Mali. The delegation also met with the African representative Franz Kolb at the Utah Office of Economic Development and Lew Cramer, President of the World Trade Center. The key topic of discussion was how to realistically implement a partnership between the cities in Utah and the cities represented by the delegation.

A good starting point was determined to be via the school systems in Utah and the primary schools in their cities. The delegation was pleased and impressed by the discussion and with the prospect of business partnerships between cities in Mali and cities in Utah.

The trip to Utah also included a visit to beautiful Temple Square. The delegation had a meeting with Elder Robert Gay of the Quorum of the Seventy of the LDS Church. Elder Gay is in charge of employment, education, and new business startups worldwide. At this meeting, they discussed the role of the Church in helping young people to find work after they have graduated. Elder Gay also emphasized that if education is only in the cities then the youth will come to the cities and never go back to the villages. The organization Unitus that Elder Gay helped start up is in the process of building apps that can be used on tablets and phones to help educate individuals in the rural villages. They are also focusing on water innovation in rural areas, primarily in Africa. Elder Gay asked the delegation to send him an official invitation to Mali to for his education application pilot program. The group also visited Welfare Square where they looked in amazement at the scale of services offered to the needy through the thrift store and employment program.

The final high note was a visit to none other than Costco. It is amazing the things we take for granted. Seeing so much food and items in one place can be overwhelming. The delegation loved it! I remember Yeah telling me when he first went to Costco back in 1999 when he first went the US, the feeling of awe that went through him and the realization that all the food there could help feed his own people back home.

All the delegation members wished the trip in Utah could go on longer so that they could see more and learn more. That is definitely something we will implement next year when we invite yet another batch of municipal leaders and mayors to come to Utah and other parts of the US for an exchange. The delegation was pleased with the trip and spoke of plans to act on what they had seen and learned, particularly in regards to partnerships.

I am thankful to all the wonderful people in Utah who helped with the delegation, especially the Utah League of Cities and Towns for arranging the meetings, the Empower Mali Foundation for arranging everything on the Mali side, our volunteers who translated and helped where they could, Jen Leahy our amazing photographer and Brett Van Leeuwen who kindly arranged lodging for all the delegation members in beautiful Alpine, Utah. It is support like this that makes what we do a possibility. We are grateful for your support!

The delegation is currently in NYC where they had the opportunity to visit the United Nations and the current Ambassador of Mali to the US Al-Maamoun Baba Lamine Keita. Also NYC hosts a strong population of Malians. The delegation was excited to meet with and mingle with many members there. The Malians in NYC showed great hospitality to the delegation, a tradition not forgotten or absolved of even though they are many miles away from Mali. The Malian delegation will return back to Mali this week.

It is opportunities like these that will empower our local leaders to effect change in their own communities. Yeah has often said: “A mind once stretched can never go back”. Yeah, through his public policy education at Brigham Young University, Utah has learned many things about governance. He has been able to apply the things that will work and has moved Ouelessebougou from the bottom 10 cities in Mali to one of the top five cities in terms of development and transparency. It is essential that leaders be given the opportunity to see the endless possibilities and then pick and choose what will work to better their communities’ lives and livelihood. We want Mali to be a strong nation with a prosperous people. It is for that reason that we create opportunities like these. We hope that through these conferences and summits, that we can affect change at the local level. It is a possibility that can be made a reality with the right kind of leadership and implementing the right processes for change. Ouelessebougou, Mali is proof of that and the track record of Yeah Samaké displays that he is the leader of good, honest change and can make Mali a great nation.

Moving Mali Forward

The last month has certainly been one filled with challenges for Mali. In a way, however, the events that have played out and the results broke the deadlock and inaction in Mali.

On January 6th 2013, rebels took over the town of Konna and started an offensive that predicted doom for Bamako, the seat of the Malian government. If Bamako had been overtaken, Mali as we know it would become Al-Qaeda’s newest playground. The French reacted immediately to the threat and deployed troops to secure the South and then in a bold move, together with the Malian army they pushed the rebels back. First Gao, then Tombouctou and finally Kidal. While Kidal still remains in question since MNLA is controlling it, other rebel groups like AQIM are reportedly not present. The French are refusing to get involved in Kidal and maintain that talks need to happen between MNLA and the Malian government. MNLA is mainly made up of Tuaregs from Mali’s northern region. This might explain why France wants to distance itself from getting involved in a civil dispute between MNLA and the government of Mali. However, it also “rumored” that France has in the past supported the MNLA. Nevertheless, the sentiment among a majority of Malians is that the MNLA exacerbated the initial issue in the North by teaming up with other rebel factions like Ansar Dine and AQIM (The Al-Qaeda faction in Northern Mali).Most Malians feel that no negotiations should happen with MNLA. However if Mali is to succeed, talks must definitely happen with the people of the North to ensure that they do not continue to feel marginalized by the people/government of the South. This issue runs deeper and is old as Mali’s independence.  

Now that Mali is once again whole, another serious issue is the refugee issue. It has been reported that the refugee count now stands at 350000 refugees in bordering countries and 200000 plus refugees inside Mali. When Yeah had visited the refugee camps in Burkina Faso last month, there was a woman whose main plea was to return home. Conditions in these camps are terrible and there is not enough supply to meet the growing demand. With the regions in the North now secured, refugees can start to return home. However, there is fear because of an increased report of reprisal killings by the military. Since it was mainly the Tuareg leaders that deserted to the rebel factions there has been a backlash against this ethnic group. In addition, many of the rebels have simply melted away into the desert and also the civilian population, a very common guerilla war tactic. While one can understand why the reprisal killings are happening, these issues need to stop. There needs to be a level of discipline and leaders of the army have strongly addressed that their members need to focus on securing the areas and protecting the citizens.

The faster elections happen, the better chance Mali has of starting its recovery and ensuring its growth and stability. Democracy will also reopen the doors to the West where all negotiations had broken down since a military coup derailed elections and split the country.

Hope has returned to Mali. People are returning back to a way of life they knew a year ago. The past 12 months has affected not only the North, but people in the South too. I hear certain groups condemn the French for interfering, but what they don’t understand is if the French had not intervened Mali today would be the hub of Al-Qaeda and within arm’s reach to Europe, the Americas and Asia. That threat had to be stopped and instead of sitting and discussing it like other countries in the world, the French acted with quickness and agility. The war has been temporarily won. However the battle for restoring a nation back to stability is on.

Now, more than ever, I believe in Yeah’s ability to lead his nation. Mali’s issues are many and the country is probably in a worse off state than at its independence. I believe Yeah has the ability to restore true democracy in Mali and rebuild the economy. I believe Yeah is the hope for the dawning of new opportunities, better life and security for the Malian people.

THE WAY FORWARD FOR MALI

“It is critical to stability in the Maghreb and the Sahel region that terrorism in Mali be dealt with, both militarily and politically. The current situation in Mali cannot be separated from the issues in the Maghreb and the Sahel.

Extremists are breaking down the traditional tribal cultural bonds that have held society together in the Sahel region. This breakdown has far-reaching consequences for future generations. If we do not begin to reverse this trend immediately, we will have an exponentially greater problem to deal with in the near future, and much more serious long-term effects. It is critical that we apply equal pressure across the entire region in order to deal with terrorism.

As French forces have promptly intervened to help avert the movement of Islamists toward the south of Mali, there is a growing concern that the militants will spread into neighboring countries. Regional forces have been deployed alongside the French troops, which gives hope that the military campaign will succeed. There is also hope that the United States might soon restore direct political engagement with the Malian government.

The recipe for restoring and maintaining a democratic Mali requires holding elections, the return of Malian administration and army in the north, political stability and accountability, and the homecoming of displaced Malians. The way forward in Mali will begin with a Sovereign National Conference similar to that of 1991. This national dialogue will put in place the right political environment as a precursor to free and fair elections. Malians have a tradition of picking leaders through electoral processes, not by consensus, even when the outcome is less than perfect. When the country is unified, the authority of the state will need to be strengthened to allow cohabitation with decentralized local governance.

We must also consider the humanitarian situation. Humanitarian efforts should be balanced with the need for displaced Malians to return to their homes. They have been driven to camps because they do not want to live under Shariah law. After a successful military intervention, it is important politically that they become part of the solution by returning to their residences. Humanitarian assistance must be balanced in this regard.

There is a legitimate and valid need for the international community to continue to engage on the holding of elections. The current transitional government has shown no great eagerness to hold elections that might remove them from power. Deadlines must be established and commitments to those deadlines. Leverage can be found for both the military and political solutions required to restore Mali to a fully functioning democracy.

Recovering the north is not merely a logistical support effort. In the post-coup environment, there are still some political levers that need to be applied. Support for the Malian army requires not just logistics and training, but also restoring some of our critical relationships.

A group of generals ousted in the coup could play a critical advisory role in retaking the north. In particular, the former Malian Joint Chief of Staff Lt. Gen. Gabriel Poudiougou had a good working relationship with Maj. Gen. David Hogg, commander of U.S. Army Africa, and is well respected by the U.S. Embassy. He was recognized to be a good player with U.S. Army Africa and had not been tainted by some of the corruption that was apparent elsewhere. He should be brought back into the process of taking Mali forward militarily. It is imperative that some of this lost leadership be leveraged back into the process.

The political and military process must be inclusive, not exclusive. This inclusiveness in a small area will be necessary for the political aspects that must drive the re-unification of northern Mali.

Accountability must be the principle that underpins our support. Political corruption was what led to the coup. Military corruption followed that political corruption. As Mali receives material support, it is imperative that the United States, as a major stakeholder in the process, should have a mechanism in place to monitor the flow of this equipment and material to ensure that corruption does not subvert the effort.

Deadlines for an election tied to material and other support for the military effort, along with necessary reforms, will start us down a productive path toward restored democracy and reformed accountability. This road is complex, but it is worth traveling, and it is a journey that must begin immediately.”

Progress for Mali: A unity government is formed

These past few months has seen Prime Minister Cheick Modibo Diarra’s government struggle to gain the support of other parties and political leaders who felt that they could do a better job. There has been a general feeling among the political class in Mali that Diarra is incompetent. The crisis that Diarra gained is one that cannot easily be solved. He may, however, be the one reason that this country has not collapsed further and seen more internal damage after the President was attacked by pro-coup supporters. Interim President Dioncounda reaffirmed his faith in the Prime Minister by calling on him to present his suggestions for the unity government.

Two days ago, in a step towards returning Mali to democracy, the new unity government was announced. The new government still includes PM Cheick Modibo Diarra but has been expanded to include 31 ministers, four of whom are women and five that are Captain Amadou Sanogo loyalists. The goal of this new unity government remains the same as before. First to regain the lost Northern territory and second to organize elections. The government formed is a mixture of different political parties and members of civil society. While there was an interim government in place led by PM Diarra, the political parties’ infighting caused much harm to possible progress. It is hoped that the unity government which will be accepted by the African Union will work towards regaining Mali’s North. Already talks are underway with ECOWAS to deploy a 3000-strong army to the Northern regions.

What does this mean for Mali? The one thing that stands clear through this whole occurrence starting with the coup, has been the Malian people’s desire for democracy to be restored. Just last week, there was a 50000 strong rally as people called for the unity government to be formed. The unity government is a positive step in the right direction. Let’s hope that they will be the force needed to regain the North.

Meanwhile, Yeah remains committed to continuing the fight to return Mali to democracy. Each week, his party PACP holds meetings. Attendance has grown since the coup. The meetings are a reinforcement that Malians want to be part of the political process and they want a leader that will not abuse power. PACP was called upon to offer its suggestions for ministers to serve in the unity government. Mali is on the right track. Now more than ever, we ask for your support

Interim President of Mali returns to Mali with new plan

As the world was finally starting to sit up and pay attention to Mali’s strife in the North, its interim President, Dioncounda Traore, who had been wounded by pro-coup attackers on May 21st returned to the South after a two month stay in Paris during which he received treatment for head injuries. During his absence the Prime Minister, Cheick Modibo Diarra, has attempted to resolve the crisis in the North.

The Northern situation has become worse with Islamic rebels asserting outright Sharia law and almost imprisoning Malians in the North into their way of life. Their crackdown has caused even more Malians to flee the North increasing the refugee count. Just earlier this weekend, a man and woman accused of committing adultery were stoned to death in the northern town of Aguelhok. I wonder, what is the price to pay for murder?

Yeah has been working tirelessly to raise the world’s attention on Mali’s strife and the humanitarian crisis. He has been meeting with leaders at the UN and also those in US that are over Africa’s foreign policy. To shed fresh media coverage on Mali, Yeah assisted CNN’s Erin Burnett and her team with visas, contacts, and travel plans so that they could bring a larger attention on the refugee situation and the human tragedy happening in Mali. Yeah has remained a supporter of PM Diarra’s government and is adamant that now is not the time to put in a new government and delay any solution for Mali’s unity. As President of PACP, he has cautioned fellow politicians that no further delays should happen to hamper Mali’s return to democracy. It is time for the politicians in Mali to get over self interests and support the government.

The world is finally starting to sit up and notice the struggles in Mali. Most recently the US had staunchly opposed interfering. However on July 26th, Michael Sheehan, the Defense Department’s assistant secretary for special operations, said that they cannot allow Al-Qaeda to exist unchecked.  Even France that had maintained its distance has showed concern over the unchecked Al-Qaeda movements in Northern Mali. It’s amazing it had to come to this for the world to notice Mali. And even then, it’s not even about the lives being destroyed. I understand that each government concerns itself with what will be beneficial to its national interests. However, we might not even be in this position however if the first foreign interference mistakes were not made with Libya.  There is talk about a 3000-strong army made up of mainly Malians and military forces from Niger, with logistical support from the US and France. But if we continue talk, the North as we knew it may not exist. Already monuments have been destroyed, people have fled. What next before something actually gets done?

The attack on Dioncounda worked more in his favor than anything. He was not looked upon favorably as he was believed to be part of the old guard that had allowed ATT to rule unchecked. However the attack on him became to Malians an attack on Malian culture and traditions.  Attacking a 70-year old man, no matter what he has done, is simply not acceptable culturally. In an address to the nation, Dioncounda spoke vehemently of his forgiveness to his attackers. He focused his speech on how Mali must move forward to regain its territory and people.  He urged the Malian people to focus on how Mali can regain its territorial integrity. Dioncounda, spoke with urgency, that partners like the US and France cannot become enemies. This is interesting as many Malians regard former colonizer France with a degree of suspicion and even believe that they may have been responsible for supporting the rebel Tuaregs in the first place. Dioncounda called on all Malians to pay back their debt to Mali and become part of the solution.  And that Mali must move on stronger and unified. He then moved on to propose a transition plan.

The proposed plan outlines the following amendments to the agreement made between the coup leaders and ECOWAS.  In his speech Dioncounda outlined them as follows:

“In order to complete the institutional architecture to better suit the socio-political realities, the tasks of the transition, in the spirit of Article 6 of the Accord-cadre agreement, I propose:

1. High State Council (HCE) composed of the President of the Republic and two Vice-Presidents assist the President in carrying out the tasks of the transition.

— One of the Vice-Presidents represent the forces of defense and security and as such he will chair the Military Committee followed the Reform of the Defense Forces and the Security and take care of all military matters relating to Northern Mali;
–The other Vice-President shall represent the other components of the kinetic energies of the nation.

2. Government of National Unity: where are represented all parts of the Forces Vives.

Consultations leading to its formation will be led by the President of the Republic.

3. National Transition Council (CNT) with an advisory and comprising representatives of political parties present or not in the National Assembly and representatives of civil society.

It will be led by Vice-President representing the military services.

4. National Commission for Negotiations (CNN): meets the wishes of Heads of State of ECOWAS formulated in paragraph 18 of the final communication of the second meeting of the contact group on Mali.

This commission will engage with the armed movements in northern Mali peace talks in connection with the ECOWAS mediator to search through dialogue, negotiated political solutions to the crisis.

5. Motion in the direction of ECOWAS (the African Union and United Nations) based on the findings of the mission which visited recently in Bamako.

The Vice Presidents shall be appointed and the National Council of Transition (CNT) will be established as soon as possible and in any case within two weeks following the implementation of the Government of National Unity.

Furthermore it is understood that neither the President nor the Prime Minister nor the Ministers will participate in the next presidential election.” Will these restrictions also apply to the Vice Presidents, given they will play an important role in the transitional process?

The interesting thing about his address to the nation is the current Prime Minister was not mentioned in it. Why is this interesting? During the entire time from when Dioncounda was attacked to the time he was flown to Paris for treatment, PM Diarra has stood by Dioncounda, calling on people to let the political process play out. In fact, it could probably be attributed to him that Mali did not erupt into a civil war when the attack on Dioncounda happened. So it is interesting that he is not mentioned or acknowledged for the work that he has been doing. There is dissent among some of older political class in Mali that Diarra has been slow in getting the country back on track. Much of the dissent is coming from Dioncounda’s own party, ADEMA, which feels that they should be involved as much as possible in the running of the country. Many believe Diarra to be the coup’s puppet given that he has been appointed by the coup and also 3 major positions are held by the coup leaders.

However, now is not the time to play political games. Every day that these dissenters choose to make it harder for Diarra to operate, what they are doing is not just harming him, but more importantly, they are delaying a resolution to bring Malians much needed relief.  At this time national unity needs to become evident rather than just a song being sung. Even with Dioncounda, it is hard to say what will happen next. Given this address, it is hard to see where the PM will fit in and how all the political forces will indeed coordinate to create a stable, unified front. Without a strong base in the South, it will be hard for the army to follow a steadfast course. What Mali needs now more than ever is a government that sticks together and shows that Mali’s needs surpasses their own partisan interests. Additionally, Mali’s neighbors have given Mali a deadline of July 31st to create a unity government or risk facing sanctions again.  This seems unlikely at this point, but Dioncounda’s plan is a step in the right direction to make that happen. If what Dioncounda says is true, now that he is back, he could be the binding force that is needed as he shows that he is willing to coordinate with the coup leaders choices of leadership.  ECOWAS has been prompt at adding ten more days to the deadline to allow Dioncounda Traoré enough room for negotiations.

Elections have been set for May. Items to be resolved remain: checking out the rebels, restoring order in the North, bring home the refugees and holding elections. At the end of the day, a speech is all well and good, but actions speak louder than words and the question remains, can Dioncounda and Diarra pull it off for the greater good of Mali.  It remains clear, given Dioncounda’s return, that Malians will expect remarkable progress in the near future from these leaders.

Analyzing Mali’s Refugee Crisis

The one thing that is on my mind these days is the current growing Malian refugee situation. It is hard to watch your fellow man suffer. However, it is harder still when you know they had little to begin with and now everything, including their dignity, is being stripped from them. These people did nothing to deserve the conditions they have been subjected to.

On June 10th, Yeah was a man on a mission. His mission was to truly investigate the conditions of the camp and the state of the refugees living in them, so that he could get the international community and the Malian government more involved.

Yeah went to visit the Malian refugees in Burkina Faso. UNHCR (High Commission for Refugees UN), reports 180,060 refugees displaced all over Mali, Burkina Faso, Mauritania and Niger. 65009 refugees are in Burkina Faso as of June 9th 2012. Of these numbers, almost 60% are children. About 38% are aged 18-59 and about 3% are 60 and older. The situation in these camps is getting more and more desperate. The flow of aid is unable to match the need. Yeah went with Malian journalist Yaya Samaké (not a relative) to document the situation and hear firsthand what the refugees and officials concerned with the crisis were saying.

Yeah met with the officials at the Mali Embassy in Burkina Faso. Mali Ambassador to Burkina, Seydou Traoré, admitted that they had not been to visit the Malian refugees situated in Burkina Faso. They told Yeah that the Malian government had not given any aid to be delivered to the refugees. This seems amazing to me that one’s own government does not care two cents as to the plight of their own people. Yeah was the first Malian from Mali to have visited the refugees in Burkina. What is the use of an embassy in Burkina Faso if it does not even serve its people?

Yeah also had the opportunity to meet with the country’s head of UNHCR, Fata Courouma, to better understand the needs of the camp. Yeah visited the Mentao, Damba and Djibo camps which is in the Soum province, 250 km from Burkina’s capital of Ouagadougou.  This area (as of May 18th 2012) according the UNHCR houses 14,506 individuals and 2,472 households.

The refugees in these areas hail mainly from the Tombouctou area.  Also among the refugees there are people who have served in the armed forces of Mali. Conditions are getting worse because of the rainy season coming in. The tents available are inadequate to deal with the rainy season. The number one need right now is protection from the elements. Even though food is being served, the rations do not meet the nutritional requirement and are lower than what a person would eat on a daily basis. Children that are displaced are not receiving an education. There are limited health services provided by the UNHCR and the CR-BKF. There are no words to describe the situation in these camps. It is unbelievable that it has come to this and that nothing is being done to help these individuals.

These individuals were so happy that a fellow Malian had finally come to hear what was happening to them in these camps. They expressed their gratitude to the Burkina officials and were frustrated with the Malian government because no one had come to help them. To them, it seemed like they had been forgotten by their own government. Yeah said to them, “I am not come to you on behalf of the Malian government. I came to see you as a brother wounded at the situation as you live. Your suffering is our suffering. Your expectations are not met, not because the government does not have the will, but because the country is almost stopped. Let us all pray for the speedy return of peace, so you can find your homeland. We will always be by your side”.  Yeah promised the camp leaders that he would do more to help them and raise awareness to the growing humanitarian situation.

Yeah met one camp representative by the name of Aghali Ag Hamidou , who is from the Tombouctou region and was teaching in Bamako when the fighting broke. He left his job in Bamako and returned to Burkina Faso to help his tribe in the refugee camp. Another camp leader Almahil Ag Almouwak of the South camp said “I prefer the Malian tree to another tree”. Despite the harsh conditions the refugees are under, he was quick to say that Mali will always be their home. They want to return home. He cautioned that not all Tuaregs are rebels and vice versa and cautioned the government to stop treating them as such.

Our Malian brothers and sisters still hold on to the hope that Mali will be reunited and that they will then be able to return home and live in peace.  Speaking through Yeah, they call on the Malian authorities to step up to the plate and help them.

I am glad that Yeah took the opportunity to go see what the refugees have to deal with on a daily basis. The conditions are desperate and are worsening. Now I ask you, imagine not having enough to eat. Imagine being unable to sleep because your tent let water through or because you were simply too hungry. Imagine not knowing what to do with yourself all day, because there simply is nothing to do. Imagine being unable to take care of your family.  Imagine a life where death seems preferable to suffering. Conditions are terrible for the Malian refugees and they are about to get worse as we approach the rainy seasons from July to September.

Analyzing Mali’s strife

Mali currently stands on the cusp of a big decision to be made. On one side, a deal favored by ECOWAS would be to allow interim President Dioncounda Traoré to serve the next 12 months as President of the transitional government. On the other side, would be to choose a new president during the transition. Mali remains divided on this decision. Many would prefer Dioncounda to leave office on May 22nd as per the Malian constitution. To many, Dioncounda is a reminder of the “old guard” that allowed things to get so bad in Mali, a reminder that Malians would soon like to put behind them.

On May 21st, in response to a forced decision by ECOWAS to have Dioncounda serve as a transitional President, tens of thousands of protesters marched on the palace and brought harm to Dioncounda, who had to be admitted to hospital for head injuries.

Analysis from Presidential Candidate: N. Yeah Samaké

Yeah has always maintained that the solution to Mali needs to come from inside the country. In a Voice of America interview, he said: “Mali needs its partners, but we need to make sure that this is a Malian solution. We cannot make this solution outside of Mali [because] that will be an imposition. We don’t want that and it is not going to be a lasting solution”.

In response to today’s violence, Yeah stated: “These acts are condemnable. However may it serve as a lesson that there needs to be a concerted effort at a solution that is acceptable to all Malians, who believe the act of choosing a President is a sovereign decision.  After the violent reactions to the decision made by ECOWAS, we can anticipate a number of outcomes:

1) Follow the status quo decision keeping Dioncounda as the president of the transitional government as his term as interim President ends today. This means that ECOWAS will choose the interim President who will ultimately honor all agreements during the transitional power. The advantage of this decision will save Mali and ECOWAS from the daunting task of bringing Malians together to have a consensual President. It is also conducive to a quick return to an acceptable, seemingly acceptable constitutional order that is a pre-requisite for involvement of the international community. The drawback of the decision would be the sustainability of the solution beyond the 12 months transition. This decision excludes the participation of political leaders who are ultimately going to become the decision makers to upload the agreements made during the next 12 months.

2) The consensual decision. This implies the organization of a national convention that Sanogo and several political players have called for. This will allow for a consensual transitional body that will be accepted by all involved parties. This alternative will ensure a more stable transition supported by all the stakeholders. As a drawback this option may not be warmly received by the international community. As a result, Mali may continue to receive sanctions imposed by bilateral and multilateral partners such as ECOWAS, US, France, World Bank and the IMF. Ultimately the withdrawal of this support would cripple the country from the capacity to resolve the rebellion in Northern Mali.

3) An elected transition President as suggested by ADPS. ADPS is formed with 14 other political parties and their solution would allow Malian political leaders, civil society, and the junta soldiers to be proportionally represented in a 30-person body. Seven representatives of the military, 18 represented from the political parties and five from civil society. This 30-person body will elect the transitional president in their midst excluding the military representatives. This alternative would take the longest to achieve. It may also not receive the blessings of the international community. However the outcome would be the most compatible with the constitutional order. This alternative will offer the most legitimate form of leadership, where the president is actually elected and the remaining 29 members form the legislative body. The legislative body will replace the current Assembly that is reaching the end of its term. This option will resolve the unpopular decision to prolong the term limits of the Assembly which violates the constitution.

So which one is the best option for the Malian people? At the end of the day, Mali as a whole represented by leaders of civil and political society need to come together and decide. Mali’s future cannot be planned by other leaders and countries who are driven by foreign agendas. This solution has to be about the best for Mali and Mali alone.

The rapidly changing political circus

This weekend has been long and relaxing. With Yeah being back in town, we decided to escape the busy political mess of Bamako for the quiet of Ouelessebougou, where Yeah is still the Mayor. The kids have been extremely excited that Yeah has returned, especially Carmen who now has her teasing partner back. However, life did not get less busy for Yeah as his mayoral duties reclaimed his attention.

The changing weather has aligned with the changing political scene. One day it could rain cats and dogs and the very next day the sun shines so brightly that the idea of rain seems unbelievable. However, the rain has brought some much-needed relief to drought stricken Mali and an early start to Mali’s rainy season.

But while the rain is much awaited and much-needed, the changing political scene has brought about controversial debate. On May 22nd, Mali’s interim President Dioncounda Traoré was to step aside and make way for a transitional president as per the constitution of Mali. Many in Mali’s political circle were in favor of a strict observance of the 40-day rule by DioncoundaTraoré because for many he represented the “old guard” that had failed to protect Mali’s best interest and instead lined their own pockets.

For a few weeks, there had been much debate between ECOWAS and the junta. For all their claims of giving up power, the junta has been very much involved in Mali’s political scene, going as far as to arrest politicians they believed to be involved in “threats” against the country. It is interesting to note also that in the past few weeks, journalists have accused them of threat tactics like phone tapping and arresting an editor of a local newspaper. The national TV continues to depict a very strong junta involvement, where they can be seen at events representing the government. ECOWAS was never able to provide the junta with a sense of security that nothing would happen to them if they left power. This may explain the junta attempting to maintain a very strong role in the government.

The debate has now been ended at least temporarily. A new deal was cut yesterday between the junta and ECOWAS. The verdict is that Dioncounda will serve the entire transition as the President until elections are held next year. This makes him ineligible to run for office when elections are held. However, who’s to say this will be honored. His role as President will remain merely as a figure-head. The country will be run by the Prime Minister Cheick Diarra and the transitional government. The interesting thing to note is that Sanogo has come out of this deal better off. As part of the deal, he has been given all the privileges that a former head of state would have like a lifetime salary, a home, bodyguards, and amnesty from criminal proceedings. Given that political leaders have not been involved in the mediation process, should a democratically elected president uphold these agreements?

All the while Sanogo has been stating how the Malian people are first and the minute a deal gets offered that favors the junta and primarily himself, he jumps on it. It is to be noted that the junta was under extreme external pressure from countries in the European Union, the African Union and the US. However, a majority of the Malian people have been adamant that Dioncounda not serve the transitional period as President. He has hardly done anything in the 40 days he has been in power. The North remains as divided as ever and if anything, terrorist groups like AQIM and MUJWA are only making themselves comfortable. The refugee situation gets direr every day and the aid is only getting to the boundaries of these captured zones.

Already, angry protesters have taken to the streets as of Saturday, expressing their discontent with the decision made. Members belonging to groups like APMA and other youth groups have organized a sit in at the monument of independence. Their claim is that they will not leave until Dioncounda leaves power. Today demonstrations continue as people express their discontent. There have been reports of disorderly conduct like burning tires and an atmosphere similar to that after the coup first happened. Dioncounda has been reported to be killed in these protests but there is no verification in that story or the many others that are feeding fuel to the flame. The one thing that is certain is that for most at this stage of the game, it isn’t even about Dioncounda anymore. Many feel like ECOWAS bullied the junta and ultimately most Malians into doing what they wanted done. However some also feel like the junta has let them down by giving in, especially in exchange for favors.

Hopefully, ECOWAS and the international community will correct their mistake quickly for the solution to Mali’s issues needs to come from Mali, not the outside. Only then will true democracy be possible. If the solution is a forced solution where the people feel like Mali’s junta are being held hostage to a decision, then the support will be limited. ECOWAS get Mali’s politicians and leaders involved in our country decisions before it is too late!

Empowering women

The weekend has passed in somewhat of a peaceful manner despite isolated, unverified reports of gunfire in central Bamako.The ECOWAS rhetoric has now moved from forcing troops on Mali to stating that troops will only be deployed if the Malian government gives the go ahead.

Yeah spent the last week in Salt Lake City trying to raise awareness and also continue to raise funds for the refugees and his campaign. Thank you to Adele Kammeyer and Susan Escalante for helping arrange a meet and greet and a cottage-style meeting respectively! This coming week he heads to New York, DC and Boston to do much of the same, especially meeting with Senators that oversee America’s foreign policy.

As Yeah remains busy in the US trying to meet with individuals and American leaders to raise awareness on the situation in Mali, his party PACP continues to make leaps and bounds here.

As turmoil embroils the lives of the basic citizen, PACP continues to do the things that might improve these citizen’s lives. Today saw such an opportunity. Bamba, a local businessman, spent some time with a group of women teaching them skills that they can then market. For example, he taught them about micro enterprise that would help finance businesses and also how to make fabric and peanut butter.

This kind of entrepreneurship is essential to helping Mali’s individuals make a living for themselves in a country where jobs are scarce and the likelihood of making more than the $1 is incredibly low. May many such meetings happen and may women finally get a break from the hardship that has become their lifestyle.

On the agenda for Mali’s new Interim President

Today at 9am GMT, Malians around the country tuned in to their TV sets to watch the Malian government become legitimized at least in the world’s eyes. The roller-coaster of events that derailed a 20 year democracy saw a crest as an interim President Diacounda Traoré was sworn in.

So what does this mean for Mali? Diacounda’s task is by no means a small one. Plan of action during the next 40 days: reunite the country and set up elections. With Islamist forces taking over the North and calling for the independence of Azawad, Mali is in essence being divided. There is no clear indication as to which groups are involved in the takeover of the North. Initially, while it was thought that MNLA and AQIM were the only forces, it is becoming more and more apparent that many smaller factions may be involved like MUJWA, MUJAO, GSPC and GIA (http://thewasat.wordpress.com/2012/04/06/the-black-flag-flies-in-mali/). The latest report points at Boko Haram members in Gao. This is the same group that takes credit for its violence in Nigeria. If it is true that all these groups are operating in the North, the Northern regions of Mali are already proving to be a dangerous breeding ground which if not contained and eliminated could spread to the rest of Mali and even West Africa. More and more this takeover is becoming more about just having the land and free range to do as they please versus trying to create a better equal environment for the Tuaregs. This is best shown by the degree of looting and destruction of property as well as the harm of individuals. If one truly wanted to take over land for the end purpose of freeing one’s “oppressed” people, then one would not scare its residents or destroy hospitals, pharmacies, stores etc that are the proof of a civilized community. No! No one is trying to free the Tuaregs. What is happening is a personal agenda of terrorist organizations to take over a territory that can be best used to facilitate their drug and trafficking activities and serve as a breeding ground for training camps. What we have is a pre-9/11 Afghanistan being created.

Furthermore, in the region of Tombouctou, there is the imposition of Sharia law, which essentially the leader of Ansar Al-Dine wants for the whole of Mali. What would Sharia mean for Mali? Well for one, the wearing of veils would become mandatory as it is now for our sisters in Tombouctou. Women are a very fashion oriented gender in Mali and would not appreciate being told how to dress or how to look. More serious however, would be the strict observance of Islam, which would seem out of place in this moderately Muslim country. Also, Muslim law follows a very strict punishment policy with thieves/vandals having their hands cut off and adulterers being stoned.

So how are we to restore territorial integrity? Initially, when the three territories had fallen, the junta had asked the African Union to provide help. The African Union stands ready to provide a 3000 strong army, but the junta have said, we don’t need boots just give us arms. The Malian army is a 7000 strong army and has been trained for many years by foreign forces to battle these problems in the North. However, not even the bravest of soldiers will run into battle without arms. Arms are a necessary evil but plans need to be carefully drawn and dialogue needs to happen before war. Waging a war without assessing future impacts could be dangerous. We do not want to harm more innocent lives. Plus the Malian army is capable( if equipped) and are more familiar with the desert regions. For all their mistakes, the junta, only 500 strong does not speak for Mali’s army and did not create the Northern problem; they exacerbated it by causing a moment of weakness for the country.

A forgotten people

In addition with the drought of the region, the refugee crisis worsens with each passing day. My heart aches to think of mothers that watch their children die and cannot do a thing about it. My heart aches as the number of people fleeing their homes grows each day. In this day and age, to watch one part of the world flourish and another continue to suffer seems unimaginable. But it exists. It gives individuals like me an opportunity to share my blessings and make a difference to someone in need. Yeah has been working with various organizations to make this possible. Hopefully soon, we will see these organizations shipping containers bringing much needed food. Given these issues, can Diacounda truly set up elections within the next 40 days? The answer is one riddled with ifs. If Diacounda truly embodies the things his party ADEMA says about him like “very keen on working toward consensus” and “a man of the people” (http://www.aljazeera.com/news/africa/2012/04/20124917549965212.html), then maybe a united Mali is possible. Diacounda cannot do this alone. He has to work with other political parties whose leaders are not contaminated with embezzlement and bad governance. “We will never negotiate the partition of Mali,” Traoré said in his inauguration speech in which he promised to organize “free and transparent elections over the whole of the national territory”. Time will tell. The only solution now is for Diacounda to surround himself with “true” leaders who view Mali’s unity and integrity and the Malian peoples safety as their personal goal.

Tomorrow, Yeah will fly out with other members of ADPS to Burkina Faso. Why Burkina? The ECOWAS team has assigned President of Burkina Faso, Blaise Campaoré, as their mediator for the Mali crisis. Yeah and his team will present to the President of Burkina, their joint solution to saving Mali from further casualties and loss of territory. This is an important meeting and dialogue is the key to breeding a Mali solution rather than an international plan to restore Mali to its former self.

We will not rest till Mali is whole again. We will not rest till democracy is restored. We will not rest till every refugee returns home. That is the Samake2012 fight! Are you in? Make your voice heard today at http://www.samake2012.com
